Fat Loss Hips

Weight Loss on thighs, hips, and buns?
I’ve been trying to lose weight on my hips, thighs, and buns. My torso is extremely small, (I can see my ribs) I only lose on my torso. For some reason my body won’t let go of the fat in the areas I want it to. I’ve been eating healthy foods, and doing cardio + strength training 3-4 times a week.
If I keep up with my weight loss, will my thighs, hips, and buns eventually start shrinking? Or am I going to continue to only lose in my torso?
Any help please?

I think they will. Also try jogging and some cardio, pretty sure that will help.
